New Bylaw Forbids Foxboro Residents From Charging For Parking
FOXBORO (CBS) - Parking for a Patriots game and other major events at Gillette Stadium just got a little tighter.

A new bylaw passed by the town forbids residents near the stadium from charging people to park on their property. The bylaw won by a 73-50 vote.
The law may require residents mark their cars and any guests as Foxboro police keep an eye out for violators.
It's viewed as a win for parking lot operators, but many residents are not happy.
"You can't have more than three friends over. If your child has a birthday, too bad, you're not having a party," said Margaret Chaisson, a resident.
"It was much-needed income," added resident Andre Rutigliano, who lives on North Street. "And in these economic times, it helped pay some bills."
Rutigliano often could fit 10 or 15 cars in his yard, at $30 per car. His wife says this new ban on parking makes no sense.
"We have to endure the traffic on game days anyway, " says Heather Morgan. "So, why can't we make a few dollars off of it?"
Foxboro Police Chief Ed O'Leary says officials still need to work out some of the kinks with the new bylaw.
"We're actually planning on another meeting so that we can talk with the residents, and find perhaps a more effective methodology," said Chief O'Leary.
Building Inspector Bill Casparra says the situation, though, has gotten out of hand.
"It went from a couple cars to 20, 30, or 40 being parked per lot," said Casparra.
If you're caught charging to park on your property near Foxboro, the fine is now $100 per car.
