The proposal represents a 5.6 percent increase in spending, the largest in several years.
The video, titled "FY 14 Budget Trailer," features clips from Argo and Zero Dark Thirty.
The budget sets aside money for the Dudley Square revitalization project, a new park in Charlestown for disabled children, and helmet vending machines for the bike-share program.
In March, Mayor Menino announced that he would not seek a fifth term. He has nine more months in office.
