Man Shot, Killed In Confrontation With Lynn, State Police

LYNN (CBS) - A Lynn man was shot and killed in a confrontation with state and local police late Sunday night.

Lynn police say 23-year-old Brandon Payne was first seen carrying a shotgun in the area of Essex Street around 9:30 p.m.

He then got into a car with some other men. When police tried to stop that vehicle and another that followed it on Ingalls Street, they say the vehicle Payne was in rammed a police cruiser.

At that point, shots were fired by two Lynn officers and a state trooper. Payne was hit twice. He was rushed to Massachusetts General Hospital, where he died at 5:35 a.m., according to Carrie Kimball Monahan, a spokeswoman for Essex District Attorney Jonathan Blodgett.

Three other people, 23-year-old Sincere Lawson of New Jersey, 28-year-old Khyron Jolley and 34-year-old James Finley, both of Lynn,were arrested on assault and firearms charges.

They're due in Lynn District Court Monday afternoon.

A shotgun and a handgun were seized at the shooting scene.

Payne had a long history with police.

He had eleven criminal cases dating back to 2006, including attempted murder, aggravated assault and battery, and robbery. The attempted murder case was dismissed.

There are also 63 juvenile charges in his file, including assault and battery on a police officer.

"He didn't deserve to die like that," Payne's grandmother told WBZ-TV.

"We just want justice, the same as everyone wants justice.  There should have never been shots fired if nobody else was shooting at them.  It's not fair, it's not right," said Payne's cousin Jessica French.
