Fifty-two-year-old Ranulfo Luther Raposo, a pastor at the Seventh-day Adventist Church, is charged with four counts of attempting to commit a crime, four counts of identity fraud and one count of uttering a forged document.
Prosecutors said Raposo tried to scam people in their 70s and 80s by telling them that they had won the lottery.
Then, he would allegedly attempt to get their social security numbers and other information.
Investigators said Rapuso targeted at least four people in three other states.
He was arrested after officials at Foxboro Federal Saving Bank got suspicious about his new account, into which the alleged victims' social security checks were being deposited.
On Wednesday, Raposo pleaded not guilty in court, claiming he was a victim as well.
He is being held on $5,000 bail and is due back in court on May 1.
