Hilltop Manor, located on the Salem/Peabody line, is a large rooming house where two men died. Both died of apparent drug overdoses in November and December.
A judge in Lynn District Court was referring addicts to the rooming house, thinking they were getting treatment.
But, the owner of the place said it's not a treatment facility. It's a "sober house."
The mother of one of the men who died told WBZ that she thinks the owner misled the court into thinking drug addicts were getting treatment here.
The Salem city solicitor said town officials are investigating, and hope to get all the facts at a hearing on Feb. 13.
