Biden Discusses Sexual Assault Prevention At UNH
CONCORD, N.H. (CBS) - Vice President Joe Biden was at the University of New Hampshire Monday, striking a serious tone in announcing new guidelines to prevent sexual assault on college and university campuses.
Biden said schools must understand their legal obligations under federal civil rights laws to prevent and respond to sexual assault on campuses.
The federal guidelines advise the colleges and universities about their responsibilities under Title IX, and strategies to better prevent and respond.
WBZ-TV's Karen Anderson reports.
Biden talked about his work to write and pass the Violence Against Women Act and said more must be done because women are still afraid of reporting sexual assaults.
He said, "No means no if you're drunk or sober, or in a dorm room or on the street, even if you said yes, and changed your mind. No means no."
The White House said a federal study found one in five women reported being a victim of sexual assault on college campuses.
The Vice President is here in New Hampshire, a key primary state in the race for the White House, on the same day President Obama is announcing his re-election bid for 2012.
