A hazardous materials team was called into the Roslyn apartments, an elderly housing complex on Cliffmont Street, late in the morning.
The property is operated by the Boston Housing Authority.
Police have not released any details at this point in the investigation.
Authorities say it's not a homicide probe, not a carbon monoxide leak and no one in the complex is in any danger.
Residents of the apartment building say the three socialized, and sometimes drank heavily, and that's where investigators are focusing their attention.
"We need the toxicology reports," said Boston Superintendent Dan Linskey. "The doctors will be able to tell us a lot. There was no trauma to the victims, and no carbon monoxide readings in the building."
No names have been released.
The woman, who is in her 50's, was taken to a hospital and is in critical condition.
