Police say the footage showed Velasquez-Mendoza approaching 44-year-old Chris Johnson in the Andrew Square bus station, grabbing his cane, and striking him square across the chest.
Velasquez-Mendoza then left the station with Johnson's cane. Johnson has cerebral palsy and uses a cane to walk.
Prosecutors say the two had exchanged words about marijuana and a mess left on a seat prior to the assault.
Velasquez-Mendoza also has a pending larceny charge out of Concord, according to court records. He will be back in court February 10.
