Men arrested near a Baltimore Royal Farms after woman kidnapped, carjacked in Owings Mills
Deandre Jackson, 35, and another man were arrested after they were found to be in possession of a vehicle belonging to a woman who was taken against her will and forced to withdraw hundreds of dollars from an ATM, according to court documents.
