Suit: Baltimore State Center To Hurt Downtown

BALTIMORE (AP) -- Commercial property owners in downtown Baltimore are suing over the $1.6 billion State Center project planned in Baltimore.

The property owners claim the project will siphon business away from the city's central business district, leaving the city's core office and commercial area blighted and decaying. The property owners claim in the Circuit Court suit that the project was approved in violation of state procurement laws and should be declared invalid.

In July, the Board of Public Works approved the project's first phase. The center will include 390,000 square feet of office space, mostly for the state health department, at the State Center complex north of downtown Baltimore as well as retail, parking and mixed-income housing.
