Baltimore City Police Release Video In Fourth Officer-Involved Shooting In 2019
BALTIMORE (WJZ) — For the first time, Baltimore City police have released video of a deadly officer-involved shooting in North Baltimore on October 30th.
"We want people to see what our officers go through," said Deputy Commissioner Brian Nadeau of the Public Integrity Bureau.
The violent encounter unfolded outside of a Rite Aid in North Baltimore. 24-year-old John Feggins was shot and killed in the incident.
Police released excerpts of two body-worn camera videos and surveillance video from outside the drug store on York Road.
The incident started just after 9:30 that morning when Officer Ryan Glass spotted Feggins sitting in a Chevy Impala. That vehicle was wanted in connection with an armed robbery earlier in the month at the Horseshoe Casino.

After several minutes of questioning, police say Feggins lunged at Officer Glass—whose body-worn camera then turns off. Police say that impact caused it to do so. The rest of what happens is partially captured on the surveillance video from Rite Aid. The two men struggle in the parking lot.
Another officer, Joel Hawk, arrives on the scene for backup. He does not turn on his body camera until the altercation is over. Deputy Commissioner Nadeau says that is because he was rushing to help a fellow officer in trouble.
Nadeau says neither officer has been interviewed yet by those investigating the case.
He says Feggins was armed and police recovered a weapon. The investigation is continuing into which officer fired the fatal shot.
A family member of Feggins told WJZ Investigator Mike Hellgren Tuesday that she had seen the video but was too upset to make any comment about it.
Police are still unsure what Feggins role may have been in the Horseshoe robbery. They say they are investigating whether he was a passenger in the Chevy during the armed robbery on October 9th.
Police say in total three shots were fired outside the Rite Aid. Officers Glass and Hawk remain on administrative leave.
This is the fourth police-involved shooting in Baltimore City in 2019.
