O'Malley Proposes Changes In Wind Bill
ANNAPOLIS, Md. (AP) -- Gov. Martin O'Malley will propose amendments to revive a bill to develop offshore wind energy in Maryland.
O'Malley spokesman Shaun Adamec told The Associated Press on Wednesday that the governor will propose a threshold test in which state regulators would kick out proposals projected to raise an average family's electricity bill by more than $2 a month in the first year. The administration anticipates the financial impact will decrease after the first year if fossil fuel prices continue to rise.
Critics have said the initial proposal was too expensive.
Another amendment would require a developer to pass along savings from federal tax incentives to ratepayers. A developer's plan also would have to include minority, women-owned, and small businesses.
The governor scheduled a news conference for Wednesday afternoon.
