Memorial Honoring Slain 6-Year-Old Girl Rebuilt

BALTIMORE (AP) -- A memorial created 20 years ago in West Baltimore in memory of a 6-year-girl killed by a stray bullet has been rebuilt.

Mayor Stephanie Rawlings-Blake was on hand Tuesday for a rededication celebration for Tiffany Square, named in honor of Tiffany Smith. The triangular memorial was damaged last year by plows clearing snow, which caused the retaining walls to crumble.

The area was originally envisioned as a public meeting place, but residents say drug dealers and crime led to neglect. Those in the community say they are hopeful that a nearby multimillion-dollar development project set to begin this fall will help create more growth.
