Md. Man Faces 321 Sex Counts Issued In '94 In W.Va.
MARTINSBURG, W.Va. (AP) -- A Maryland man faces more than 300 sex charges in West Virginia stemming from incidents in the 1980s and 1990s.
A Berkeley County jury indicted Randall Way Waugh, 52, of Hagerstown, Md., in May 1994 on 321 counts of sexual assault, pornography and related charges. A month later, Waugh was convicted of sexual offense in the second degree in Maryland.
Berkeley County prosecutor Pamela Games-Neely tells The Herald Mail of Hagerstown that Hall was extradited
to West Virginia after he completed his sentence in Maryland. An arraignment is set for Feb. 23.
Most of the charges involve a Bunker Hill boy whom Waugh is accused of sexually assaulting beginning in 1988.
He also is charged with sexually assaulting three developmentally disabled men in the early 1990s.
