Jason Billingsley, accused in murder of Baltimore tech CEO Pava LaPere, indicted by grand jury
BALTIMORE -- Jason Billingsley, accused of murdering Baltimore tech CEO Pava LaPere, has been indicted by a grand jury, the Baltimore City State's Attorney Office confirmed.
The 32-year-old has been charged with murder, arson and rape in separate crimes. He remains in jail without bail.
He is suspected of murdering LaPere, the 26-year-old founder of EcoMap Technologies, last month at her Baltimore apartment. He has also been charged with rape and an arson at a home in West Baltimore on September 19.
Billingsley was arrested on September 27 at a train station in Bowie.
Billingsley is a convicted felon and registered sex offender who was released in October 2022 on parole.
According to court records, Billingsley pleaded guilty to first-degree assault in 2009.
He was ultimately given two years of supervised probation but violated the terms and was convicted in a second-degree assault case in 2011, where he served a two-year prison sentence.
After being released, Billingsley was convicted of a rape attempt three months later.
He was sentenced to 30 years for that crime, but a plea deal—which the judge reluctantly accepted—suspended all but 14 years.
He was then given "good time credits" that mandated his release after only nine years.
