Group: Va. Final Bay Plan A Significant Improvement
WASHINGTON (AP) -- A Washington environmental group says Virginia's final Chesapeake Bay restoration plan is a significant improvement, but lacks funding commitments.
The Center for Progressive Reform issued its analysis on Tuesday, a day after Virginia submitted its plan to the federal Environmental Protection Agency.
The center says the plan provides more concrete details on pollution programs, but no estimates of needed or available resources. The center says that without those estimates, Virginia's plan may never get off the ground.
The plan estimates the cost at $7 billion over 15 years, and says Gov. Bob McDonnell will provide $36.4 million in new funding for water quality improvements. The plan is a revision of a draft submitted in September that was panned by environmental groups.
