The Nissan drove over the median, crossed the eastbound lanes, struck a tree and caught fire.
Police said that nobody in the car was wearing seatbelts.
"I was trying to put my son to sleep, actually, and I heard the impact," Deandre Hill, a witness said. "I came to the window, saw the fire and came back and called the police."
Hill said that this was not the first accident he has seen at the location.
"People just coming too fast," he said. "I've seen people jump that curb multiple times. They are just going too fast and not paying attention."
Witnesses at the scene helped remove all the occupants from the car.
Nine-year-old Khalil M. Wyche was pronounced dead along with his mother at the scene.
Her 5-year-old was taken to an area hospital and is in critical condition.
