An arrest warrant has been issued for a suspect in a shooting that killed a man and injured an 11-year-old near a bus stop with children in the area Wednesday morning, according to police.

Police are searching for 31-year-old Roscoe Jerome James, from Oxon Hill, Maryland, with the help of the U.S. Marshals.

Around 7:40 a.m., Annapolis police responded to the 100 block of Clay Street for a reported shooting. When they arrived they found two victims, a 36-year-old man, identified as John Simms Jr., and the child.

Simms died while the child was shot in the foot and was taken to the hospital where he is expected to be OK.

"You had a lot of kids out there," said Annapolis resident Harold Lloyd. "Thinking about the kids and what kind of trauma they're going through by seeing that, them going to school and thinking about that. I saw some kids walking to school that were crying. We don't realize the trauma that this has on a neighborhood."

Police said they have been monitoring the area of the shooting for some time due to crime. Jackson said police will continue to maintain a presence in the area. 

Investigators are following leads and going through surveillance video to find the suspects.

"We have been working in that area for the past few weeks," Annapolis Police Chief Ed Jackson said. "Warrants have been issued, arrests have been made in that area - that same corner."

Police Chief Ed Jackson said the shooting scene was chaotic with several young children in the area.

"It's everybody's business when we have homicides in the street at 7:40 in the morning where kids, and it could have been anybody's kid, struck by that bullet trying to get to school," Jackson said.

Lloyd, who lives in the area, said he heard an argument and then gunshots.

"I got out here, and there was a young man down on the ground, he was in grave condition," Lloyd said. "I heard the kids yelling and screaming because it was at the time the kids were at the bus stop waiting for the bus. People were just in disarray."

Anne Arundel County Public Schools Superintendent Dr. Mark Bedell described the shooting as unacceptable and said "enough is enough."

"You are viscous enough to - in broad daylight – gun somebody down when we have students at multiple bus stops, some point the community must rise and say enough is enough, Bedell said.

Lloyd told WJZ he is concerned for the children who witnessed the shooting.

Annapolis gun violence

There have been 9 incidents involving gun violence in 2025, according to the Annapolis Homicide & Gun Violence Dashboard. Of those incidents, two are homicides - including Wednesday's shooting.

On Feb. 10, a minor was arrested for shooting a relative on a soccer field at Wiley Bates Heritage Park. The 18-year-old man was found near the bleachers, suffering from a gunshot wound to his head. He was taken to a shock trauma center to be treated for his injuries.  

In 2024, the city reported 30 instances of gun violence, including 18 calls for shots fired, nine shootings and three homicides. Three of those reports of gunshots occurred in January.
