Police were called to the scene just after 3 p.m. Thursday when the victims neighbor went to deliver food to her door.
The neighbor, Michael Youngber, said nobody answered.
"I was banging on the door and trying to share food with her and say happy Valentine's Day," he said.
Youngber said that after police arrived, they shortly came out with a man in custody.
"He's brought out here sitting on the curb," Youngber said. "[Police] ran back in, ran back out, put him in handcuffs, blood all over him."
Police did not identify the man or if he had any connection to the victim but said the crime seemed to be contained to the home.
"We do believe that it was an isolated incident," Jacklyn Davis, Anne Arundel County Police Sergeant, said. "We do not feel that there are any public safety threats to this neighborhood right now."
Neighbors who heard about the murder were devastated by the news.
"Never had a bad day with her," Diamond Moore, a neighbor, said. "Never a dull moment. Always smiling."
The loss hit Youngber particularly hard.
"One of the people in the neighborhood that really loved their neighborhood and tried to make it a good environment for children," he said.
