I-Team Reveals Businesses In Price Indictment

DALLAS (CBSDFW.COM) - The names of the businesses involved in the John Wiley Price case were intentionally left off the indictment. Instead, they were given aliases like "Business A" or "Business B."

CBS 11 I-Team Investigative Reporter Mireya Villarreal cross-checked the details of the indictment with Dallas County documents to figure out who these businesses are – confirming six.

-- "Business S" use to be Schlumberger SEMA before it was sold in late 2003. According to the indictment, John Wiley Price made a motion to award Schlumberger the county's IT outsourcing contract in May 2002. The contract was worth $43 million and set for five years.

-- "Business A" is Atos. They bought Schlumberger SEMA in 2003 and in 2004 the Dallas County Commissioner's Court approved them taking over the IT contract.

The FBI's indictment states both businesses paid Kathy Nealy for help, often calling her a consultant or lobbyist. Agents allege Nealy would take part of her salary at each business and funnel it to John Wiley Price through several small financial transactions.

"Ms. Nealy arranged meetings, lunches, dinners with Commissioner Price for her corporate clients who had business in front of commissioner's court," U.S. Attorney Sarah Saldana noted.

-- "Business B" is Bearing Point. The company that was awarded a $3.2 million contract in 2005 for Recording, Indexing and Imaging.

-- "Business U" is Unisys Corp. According to details in the indictment and county documents, they were awarded $6 million contract for five years in 2008.

The indictment explains how Kathy Nealy would work with Price to get her clients, these businesses, essential information that would help in the bidding process.

The information would range from bids other companies had submitted to executive salaries for the competition. U.S. Attorney Sarah Saldana expanded, "Providing these businesses non-public, internal Dallas county memos, emails and discussion information," Saldana stated in a press conference today.

-- "Business H" is Hillwood Development Corp. The county considered buying a property from them in 2006 when they were discussing the development of a Foreign Trade Zone.

Former Dallas Councilman Bill Blaydes was directly involved in the Foreign Trade Zone discussions. He confirms he met with FBI agents and discussed the Hillwood property that was located in DeSoto.

We did reach out to all of these businesses, but none of them would comment about the indictment. To date, no charges have been filed against any of them.
