AUSTIN (CBS11) - Governor Greg Abbott called the indictment against the two people who recorded the undercover Planned Parenthood video, "completely dumbfounding."

The Governor says David Daleiden and Sandra Merritt of the Center for Medical Progress were trying to expose alleged wrongdoing by Planned Parenthood.  The two are charged with tampering with a government record.

The videos allegedly showed Planned Parenthood was profiting off the sale of fetal tissue.

Planned Parenthood has always denied the claims and insisted it's done nothing illegal.

Governor Abbott says he doesn't believe Daleiden and Merritt will be convicted.

"They had no intent to commit a crime," said Gov. Abbott.  "They had the intent to reveal criminal activity that has allegedly being under taken by Planned Parenthood."

When asked if that hurt the state's investigation, Abbott responded,  "Not at all because the state's investigation focuses on Planned Parenthood and wrongdoing by Planned Parenthood."

Governor Abbott says the grand jury didn't take into consideration Planned Parenthood's actions.

But the Harris County DA says they went where the evidence led them.
