Hayward Ex-Cop Charged With Stealing $450K From Mentally Ill Woman He Arrested

HAYWARD (CBS/AP) — A former Hayward police sergeant faces nine felony counts for stealing more than $450,000 from a mentally ill woman he once arrested.

The San Francisco Chronicle reports that Michael Scott Beal was arrested Monday for grand theft.

Prosecutors say that Beal, who retired in 2013, met the alleged victim in 2002 when he arrested her for prostitution. The victim said after her arrest he cultivated a relationship with her and she provided sexual favors while he was on duty.

The victim says she gave Beal $450,000 over the years, eventually investing in a home by paying half the mortgage and property taxes. Beal said they would get married when he retired.

A Hayward Police Department spokesman said they did not know Beal was engaged in any illegal activity.
