SAN FRANCISCO (CBS SF) - Okay, the picture above is a bit much, but it's not just the cruise ship tourists in their Pier 39 sweatshirts getting caught off guard by the chill in San Francisco this week. Even locals are griping that Fog City is more frigid than usual. And it is.
