The CHP was forced to close nearly all westbound lanes and traffic was diverted to surface streets. That caused a major backup that extended across the Bay Bridge to the Toll Plaza in Oakland.
Authorities opened up all westbound lanes around 6:45 a.m., but traffic at the Toll Plaza remains backed up.
Earlier this week, the Metropolitan Transportation Commission once again declared Westbound Interstate 80 from Hercules to the Bay Bridge Toll Plaza as the most congested Bay Area commute.
