Concord Seeking Arrest Warrant For 'Slumlord' Over Bedbug Violations

CONCORD (CBS SF) -- Bedbugs have led the City of Concord to seek an arrest warrant for a landlord.

Concord was seeking the arrest of property owner Athan Magganas, who has allegedly ignored multiple violation notices and fines for failing to exterminate bedbugs in two apartments.

"It's quite scary, will have to go through my own furniture to look for bedbugs," new tenant Samuel Enault said.

The city of Concord fined Magganas a total of $800 for the violations in the apartments in a 20-unit building at 2175 California Street.

Tenants say they complained for months with no relief.

"I think he needs to spend some time in jail.  He's the worst landlord I ever dealt with in my life," tenant Joan Page told KPIX 5.  She says Magganas has raised her rent $370-per month without fixing any of the ongoing issues.

"He's a slumlord.  Doesn't fix anything," Page said.

The washers and dryers in the building have been broken since May, according to tenants.

A judge has not yet ruled on the city's request for the warrant.  Magganas could face a year in jail and a $1 thousand fine.
