MODESTO (CBS13) — The Modesto City School District has worked for two years to help at-risk schools and students, but one group says the district is failing.

The group of African American advocates developed a 10-point plan to address an achievement gap between black students and their white peers. The school district says it's made progress in serving African-American students, but it needs to do more.

The group and the school board reportedly agreed on 9 of the 10 points proposed by the group. (Click here to see the full list). The board said it would not contract with the group Advocates for Justice for mentoring because the school district already has a mentoring program in place, which includes African American mentors who meet with African American students.

Both sides agree that more needs to be done to reach out to black students to foster future success by closing the achievement gap.

The other nine points are currently being implemented, or will be implemented, by the district by 2017, the district says.
