Neighbors Recount Chaotic Scene During Carmichael Shooting, Standoff

CARMICHAEL (CBS13) – Jeremiah Hankins' booking photo reveals bloodshot eyes and a blank expression.

Deputies say the 35-year-old shot a woman in Carmichael, forcing a police standoff that put his neighbors on edge for hours.

Video captured at the scene shows Hankins in the back of a sheriff's car. He was wearing a facemask when he finally gave himself up.

"What do you know about him?" we asked a neighbor.

"He's weird," the neighbor says.

After Hankins' alleged shooting, police in camouflage and SWAT gear shut down a section of Carmichael on Madison Avenue, near Manzanita, evacuating homes blocking streets.

Deputies say Hankins fired at them at least three separate times.

Charles Peck Elementary School was under a shelter-in-place order for much of the day.

It all started Monday morning when Hankins allegedly shot a woman neighbors say lives with him.

"I was in the backyard and I heard three gunshots and a girl screaming. And I just ran out the house out the front door," another neighbor says.

Neighbors described their own close calls with the gunman immediately afterwards.

Josh Gutierrez said Hankins had his gun out and fired at him.

"Took two shots and I went to back up and I just open my car door, got out of my car, and ran in between the cars as he was firing at the car," Gutierrez says.

A neighborhood under siege, now relieved the standoff ended without anyone else hurt.

The woman Hankins is alleged to have shot is said to be in stable condition as of Monday night.

Hankins is being held at Sacramento County Jail and is ineligible for bail. He is facing numerous charges, including attempted murder and attempted assault with a deadly weapon.
