First Alert Weather: Flood waters remain as region dries out from storm

Highway 99 between Frutiridge and Florin roads is closed in both directions due to flooding.

Caltrans said the pumping station at Martin Luther King Jr. Boulevard failed and led to flooding at 47th Avenue, which is impacting highway traffic.

There is currently no esitmated time for the reopening of the highway.

Crews were working to fill a sinkhole on Ione Road in Sacramento County.

The area is located just east of Rancho Murieta and about a mile south of Jackson Road. The hole is approximately 10 feet deep and 4 by 3 feet wide.

CHP East Sacramento said no crashes have occurred as a result of the sinkhole.

Crews on scene were making the hole bigger to stuff it with rocks and even it out. It is expected to be done by 9:30 p.m.

Officials said chain controls were back in effect for all Sierra highways Monday evening. Additionally, the restrictions apply to lower elevations of eastbound I-80 and Highway 50, including at Colfax and Placerville.

Caltrans said travelers over the mountain should be prepared for delays.

A slew of alerts was issued ahead of the next storm, which will bring another atmospheric river through Northern California by Wednesday.

The alerts include a Flood Watch and High Wind Watch for the Sacramento Valley and Sierra Foothills.

With more rain drenching the Sacramento region Monday, an area that was heavily flooded by the weekend storm is seeing road closures again.

The Dillard Road off-ramps on both sides of Highway 99, south of Elk Grove, have been closed to traffic as a precaution of possible flooding, the California Highway Patrol South Sacramento said Monday afternoon. Both Dillard on-ramps are open.

Drivers are advised to plan their travel accordingly.

Twin Cities Road, east of I-5 in southern Sacramento County near the San Joaquin County border, is closed due to flooding. Caltrans said there is no estimated time for the reopening of the roadway.

Video released by Caltrans shows a large stretch of the roadway completely submerged in water.

The West Sacramento Police Department said the warming and charging station at Fire Station 45 at 2040 Lake Washington Boulevard will remain open 24 hours a day until further notice during the ongoing period of storms and potential power outages.

Monday's rain is expected to die off by nighttime. However, another atmospheric river is projected to roam through Northern California Wednesday and Thursday. Another smaller storm is expected on Friday.

Highway 50 has fully reopened just east of Kyburz. Caltrans worked to clear boulders that fell on the roadway Sunday.

Traffic was held in both directions while blasting work was being done.

Caltrans crews are also busy in the high country dealing with large boulders blocking part of Highway 50 just east of Kyburz. 

The boulders fell early in the afternoon on Sunday. No vehicles were damaged in the fall and crews were able to keep Highway 50 open by reducing it to one lane in each direction. 

Monday afternoon, crews are now holding traffic in both directions on Highway 50 so that blasting work can commence. 

Caltrans estimates that the traffic hold will be in place for about an hour. 

PG&E says mutual-aid crews will be arriving on Monday to help restore power to more people in the greater Stockton area. 

In a statement early Monday afternoon, the utility noted that they've already restored power to some 400,000 customers. Still, crews are assessing damage and making more repairs. 

Crews from Southern California Edison are set to arrive on Monday and help with the effort. 

Large outages are still being reported across PG&E's service area. 

More than 6,000 SMUD customers are also in the dark as of Monday afternoon. 

Cosumnes Fire Department crews have rescued to people from the home in east Elk Grove that is surrounded by water. 

Crews say the pair had requested to be evacuated by fire crews. 

Photos from the scene show the water being nearly waist-deep in parts. Crews pulled up in a small boat and rescued the two people.

First responders have been busy all morning in the area dealing with the affects of flooding. 

While Highway 99 is back open, other roads are still impacted by flood waters as of Monday morning. 

Walnut Grove Fire and emergency crews had to go out and help a woman trapped in a flooded car on Twin Cities Road. 

Flood waters have receded along other areas, like Dillard Road. 

Still, the aftermath of the flooding is clear. Cars remained abandoned along the washed out shoulder. 

Drivers are being urged to avoid flooded areas, taking to heart the saying "turn around and don't drown."

Southbound lanes reopened late Sunday night. Northbound lanes were back open just after midnight. 

The Directors of Emergency Services for San Joaquin County have proclaimed a Local State of Emergency due to the series of atmospheric rivers.

The emergency was proclaimed because San Joaquin County was affected by a "public calamity" when the Board of Supervisors was not in session.

This state of emergency will expire in 7 days unless confirmed and ratified by the Board of
Supervisors.   

The Amador County Sheriff's Office has proclaimed a local emergency for Amador County.

The City of Sacramento has announced that the Sam & Bonnie Pannell Community Center will open on Jan. 1 at 8 p.m. to support storm evacuees.

The center is located at 2450 Meadowview Road and will be open through Jan 2, 8 a.m. Water, snacks, and restrooms will be provided.

The City will reassess the need to continue operations based on usage and weather conditions, said Director of the City's Office of Emergency Management, Daniel Bowers.

The Sacramento County Office of Emergency Services has issued an evacuation order for residents in the Point Pleasant area. 

The office expects the flooding from the Cosumnes River and the Mokelumne River to move southwest toward I-5, and the Point Pleasant area is expected to be flooded in the middle of the night.

An evacuation center has been opened at the Wackford Community Center on 9014 Bruceville Road.

Kurtis Ming explains the cause of the flooding that stranded dozens of drivers, flooded farmland, and homes, and took the life of at least one person. A flash flood warning remains in effect, which has prompted an evacuation warning.

El Dorado County has updated its list of road closures.

A Flash Flood Watch has been issued in coordination for southern Sacramento County for the possibility of downstream flooding along the Cosumnes & Mokelumne Rivers.

Also, the National Weather Service has issued a Flash Flood Watch across I-5, west to the Sacramento River, south to Walnut Grove and north to Elliot Ranch Road. 

Flooding caused by excessive rainfall and floodwaters on the Cosumnes River and the Mokelumne River may rapidly inundate locations.

Chain controls have been lifted on I-80 an Hwy. 50.

The Sacramento County Office of Emergency Services has issued an evacuation warning to residents living in the areas of Point Pleasant, Glanville Tract, and Franklin Pond.

They say residents should prepare to leave before roadways are cut off to evacuate the area.

Flooding from the Cosumnes River and the Mokelumne River is moving southwest toward I-5 and could reach these areas in the middle of the night.  

Livestock in the affected areas should be moved to higher ground.  

The storm has moved through our area, leaving flooding and destruction in its wake. More rain is on the way. Kristine Hanson has the latest on what we expect this week. 

Crews responded to Dillard Road near Highway 99 Sunday after a vehicle, which was completely submerged, was found along the roadway.

First responders, including water rescue personnel and air support in the form of a helicopter, aided in the search of the vehicle. So far, firefighters have not said if there was anyone in the vehicle; however, one person has been reported missing. CBS13 is waiting for official word on the rescue. 

This is a developing story.

That vehicle is one of many stranded along the roadway, which is near Highway 99. Apparently, dozens of drivers had to be rescued from their cars as the Cosumnes River flooded, covering the road.

Highway 99 between Grant Line and Dillard roads, south of Elk Grove, remains closed, with no estimated time of reopening. Caltrans urges drivers to use I-5 instead. 

More than 43,000 Sacramento Municipal Utility District customers remain without power Sunday morning following Saturday's storms that knocked down power lines and damaged trees throughout the region.

PG&E customers outside of SMUD's coverage area also lost power. 

As of 6:30 a.m., more than 40,500 customers in the Sacramento region were without power, while an additional 42,600 in the Stockton division were affected, according to a spokeswoman.

Crews are working to restore power. In the meantime, they ask customers to report downed power lines to their respective provider.

As Saturday's storm moves out, a number of major roadways in the greater Sacramento-Stockton area remain closed Sunday morning due to flooding, including Highway 99 in three counties.

Caltans reports it is closed in Sacramento County 1.4 miles south of Elk Grove at Dillard Road, and in San Joaquin County at Golden State Boulevard in Stockton. In Modesto, it remains closed at Kansas Avenue.

Motorists are advised to use an alternative route.

Highway 49 is closed in Plymouth in Amador County, and from Downieville to Sattley in Sierra County due to flooding.

A flash flood warning has been issued for an imminent levee failure on the Cosumnes River along levees near Wilton Road in Wilton and a bridge in East Central Sacramento County. The warning is in effect until Sunday at 9:15 p.m. 

At 9:13 p.m., county dispatch reported the levees near Wilton Road and the bridge on the Cosumnes River near Wilton are in a state of imminent failure.

Southbound SR-99 is closed at Golden Gate Ave. in Stockton due to flooding.  

SMUD is currently showing that there are over 135,000 SMUD customers without power due to 180 separate outages.

According to California Highway Patrol, SR-99 at Kansas is shut down in both directions due to flooding.

Sacramento County has issued a Proclamation of Local State of Emergency for winter storms.

The Sacramento County Office of Emergency Services is ordering residents living in Wilton to shelter in place. Rising water has made roads impassable in the area. Residents currently on Dillard Road should continue to safety toward the Wackford Center, 9014 Bruceville Rd., Elk Grove, CA 95758. Those who are at home should stay at home.

Flooding in Folsom has led to the closure of the following roads until further notice:

4. Blue Ravine Road, between Sibley Street and Levy Road

 Several residential roads and local trails are also closed due to residential flooding.

All traffic is being turned around on eastbound I-80 near Emigrant Gap and Eastbound Highway 20 in Nevada City due to multiple spinouts on the freeway. There is no estimated time of reopening. 

If the National Weather Service issues flood warnings (in Solano County), empty sandbags will be made available Monday through Thursday, from 8:00 a.m. to 4:00 p.m. at Fairfield's Public Works Corporation Yard, 420 Gregory Street.

Emergency Shelter

An emergency evacuation shelter is open at Mountain Oaks School at 150 Oak St, San Andreas.  Take

HWY 49 to Pool Station Rd. as lower Pool Station is flooded. No pets will be accepted at the shelter.

A limited amount of space is available for small animals (dogs and cats) at the San Andreas Animal

Control Shelter at 901 Jeff Tuttle Dr., San Andreas.  Large animals can be taken to the Fairgrounds.

Travel via Frogtown Rd. in Angels Camp by entering through the top gate as there is flooding at the

bottom gate.  Pets will be accepted at the Fairgrounds by going to the Floriculture Building, small

animals can go to the Swine Barn, and horses can be taken to the beef wash racks area.

A Flood Warning is in now effect for the southern Sacramento Valley & Sierra foothills. Flooding of roadways, rivers, creeks, streams, & other flood-prone areas is occurring, as are rockslides & mudslides, the National Weather Service says. 

The resort is dealing with massive amounts of snow and power outages. 

This is along Keating Road in Wilton, which saw severe flooding in 2017.

Sacramento County has set up an additional sandbag location:

Traffic is being held on westbound Interstate 80 at the Nevada State Line due to multiple spinouts over Donner Summit. There is no estimated time of reopening. 

Kristine Hanson reports that the threat of flooding will remain throughout the day as rain continues in the valley and Foothills.

Stockton police this morning warned people to stay away from the Hammer Lane underpass at the railroad tracks, just east of Lorraine Avenue because the road has flooded. 

They remind drivers to not attempt to drive through flooded roadways.

Creeks and streams are rising, causing some low-lying areas to flood.

Crews rescued two people stuck on a temporary island in the middle of Laguna Creek in east Elk Grove. 

The rescue has been successfully completed, the Department says.

The latest river forecast shows that Cosumnes River at Michigan Bar is on track to hit the record high of 17.5 feet, which would be the highest since 1997 when it hit 18.54 feet. It's expected to reach that record around 5 p.m. today.

The County says Deer Creek Crossing at Scott Road is at a record high. 

It measured at 164.68 feet as of 8:55 a.m., which is almost three feet above flood stage. The previous record was 164.5 feet on 12/15/2016.

Sensors currently show that Cosumnes River at Michigan Bar and Cosumnes River in Wilton have also both surpassed flood stage.

Sutter County has opened several sandbag locations, including those operated by the city of Yuba City.

The California Highway Patrol is closing roads in Sacramento County due to flooding. Some roads are totally impassable. If you are driving, be aware of your surroundings, it's unclear how deep the water is getting in flooded areas. 

Nic Merianos is tracking the storm conditions as we continue to be in a very active weather pattern. 

The CHP says a large boulder is blocking Iowa Hill Road in Placer County. 

The gravel road, which is described as narrow, leads to Mineral Bar Campground. 

The boulder is said to be the size of a car.

The Sierra Avalanche Center has issued an avalanche warning for the Central Sierra Nevada area. 

The center says that the area will be hit with heavy rain and high-elevation snow, and destructive avalanches that run long distances are expected. 

A series of Pacific storms are expected to slam into northern California and the concern for flooding is rising. Flood Watches are in effect through late Saturday night due to excessive rain and melting snow.

We have opted to go with a First Alert Action Day for Friday and Saturday due to the widespread impacts associated with the upcoming storm.

Snow levels will rise through the day Friday, allowing snow to change over to rain in the higher elevations. These snow levels are expected to rise up to 8,500 feet on Friday before falling back down to 4,500-6,000 feet by Saturday evening.

Areas like Donner Pass are expected to switch over to rain by noon Friday with moderate to heavy rain falling over the Foothills and the Sierra. The Valley will experience showers with the steady rain likely holding off until Friday night.

Winds will ramp up in the Sierra on Friday with gusts approaching 45-60 miles per hour. The winds will be much stronger along the ridges where gusts may exceed 100 mph.  Localized power outages will be possible in the Sierra Friday due to the strong winds.

Rain will pick up Friday night with moderate to heavy rain falling across the Valley by Saturday morning. This band of rain will pose the greatest threat to street flooding in the valley. Rivers and streams will likely experience a sharp rise in water levels but most of the area rivers will likely remain below flood stage. Nonetheless, it is very important to monitor the latest trends with the forecast should rivers rise further. If you live in a flood zone, have an evacuation plan. While this scenario is unlikely, we encourage you to be prepared just in case evacuations are necessary.

We will monitor the potential for flash flooding over the burn scar areas too, especially if very heavy rain develops over those locations sensitive to heavy rain.

Snow levels will start falling through the day Saturday. This will allow the rain to change over to snow in the Sierra, especially above 6,000 ft. Expect road closures and chain laws to be in place for the passes as roads will become snow-covered and visibility will be greatly reduced.

Fortunately, anyone planning New Year's Eve events in the Valley will likely be drying out by the time the ball drops. Showers will linger in the Sierra Sunday morning too.

By the time the event is over, the Valley would have received 2-4 inches of rain with slightly fewer amounts possible further south. Significant rainfall amounts are expected in the Foothills and Sierra, totaling 3-7 inches, with locally higher amounts.

Snowfall amounts will add up significantly above 7,000 ft where 1-3 feet of snow is possible. Snowfall amounts drop off quickly below 7,000 ft with only a few inches expected below the 6,500 ft elevation mark.

An active pattern will continue into next week with another storm moving in next Monday, followed by a more significant storm next Wednesday.

One thing is for certain, if the atmospheric river pattern continues to bring a continuous stretch of soaking storms, the risk of flooding will increase quickly. We encourage you to monitor the latest forecast and trends as we head into the upcoming week. 

Sacramento County announced that several parks and access points along the American River and Dry Creek parkways were being closed due to the incoming stormy weather.

All closures will be in effect as of Friday and will be in place until further notice to prepare for anticipated flooding.

The closures along the American River Parkway apply to Discovery Park and the river access points on Howe Avenue and Watt Avenue.

For the Dry Creek Parkway, the closures apply to Cherry Island Sports Park, Dry Creek Ranch House Access and Dry Creek parking Lot.

A helicopter was flying above the American River late Thursday afternoon calling for people in the area to evacuate as waterways in the region are expected to run higher and faster than normal with the projected rain.

Beginning Sunday, January 1, 2023, the City of Stockton will open Warming Zones for overnight protection from weather conditions. Warming Zones are scheduled to remain open through the night of Friday, January 6, 2023, with check-out the morning of Saturday, January 7, 2023. Both the Sacramento and American rivers are expected to run higher and faster than normal with the coming storm, officials say. 

In anticipation of possible flooding, Sacramento County Regional Parks says  several river access points will be closed on Friday. 

Along the American River Parkway, the following parks will be closed: Discovery Park, Howe Avenue Access, and Watt Avenue Access. 

On the Dry Creek Parkway, the following parks will be closed: Dry Creek Ranch House Access, Dry Creek Parking Lot, Cherry Island Sports Park. 

All the listed areas will be closed until further notice, officials say.

• Between Friday and Saturday, there will be atmospheric river rain, also known as a Pineapple Express (warm tropical moisture), in our region. It's expected to bring 2-4 inches of rain to the Valley with 3-7+ inches in the foothills and Sierra. 
• Snow levels will be above 7,500 feet, lowering to 5,000-6,000 feet Saturday evening. 
• Dry new year's day. 
  
• Flood Watch has been issued for portions of the Valley and Delta Friday morning through early Sunday morning.  
  
• The National Weather Service says to expect moderate impacts in the region.

Timing: 

• Thursday into Friday: Heavy amounts of rain moves into the area and will stick around Saturday. A flood watch goes into effect and lasts until Saturday. 
  
• Friday: Flood watch will go into effect and last until Sunday morning. It will affect rivers, creeks, streams and flood-prone areas.
• Sunday: Rain subsides 

There are several sandbag locations open in Northern California. 

Those living in unincorporated Sacramento County have four self-service sandbag sites now open ahead of the storm. The locations are at the Branch Center, Orangevale Community Center, Westside Park, and the Wilton Fire Station. 

Officials say sand and bags are provided at the locations; residents just need to bring a shovel.

The National Weather Service has issued an alert for possible flooding in Solano County that may start on Friday morning and continue through late Saturday night. 

Sacramento County has a web page set up for residents that information about possible localized flooding, and, in extreme cases, localized evacuation warnings.  

Here are some of the main points about parks and sandbags:

Park Closures

The Sacramento County Department of Regional Parks is closing several park properties along the American River and Dry Creek Parkways to prepare for anticipated flooding. 

Along the American River Parkway, the following parks will be closed beginning Friday, Dec. 30

• Discovery Park
• Howe Avenue Access
• Watt Avenue Access

Along the Dry Creek Parkway, the following properties will be closed beginning Friday, Dec. 30.

• Dry Creek Ranch House Access
• Dry Creek Parking Lot 
• Cherry Island Sports Park 

The above-mentioned properties will remain closed until further notice.

Sandbag Stations

Four sandbag locations are open for residents in the unincorporated areas of the County: 

• Point Pleasant Methodist Church (3329 Point Pleasant Rd.; 20-bag limit)
• Branch Center (3847 Branch Center Rd.)
• Orangevale Community Center (6826 Hazel Ave.)
• Westside Park (6555 West 2nd St.)
• Wilton Fire Station (10661 Alta Mesa Road)
  

More sandbag locations will open if the threat of additional flooding grows.
