Prop 1: $6.38 billion mental health bond measure too close to call

A statewide ballot measure that would overhaul California's mental health care system, primarily through the issuance of nearly $6.4 billion in bonds, remained too close to call as ballot counting continued from Tuesday's election.

As of Wednesday morning, 53.29% voted yes and 46.71% voted no. It is still unclear how many more ballots still need to be tallied. Officials will be giving another ballot counting update between 4 p.m. to 5 p.m.

According to Newsom's office, the proposition, if approved by a majority of the state's voters, would create 11,150 behavioral health treatment beds across the state, along with housing and 26,700 outpatient treatment slots. Roughly $1 billion of the bond measure would be earmarked specifically for veterans.

San Francisco mayor celebrates success of her public safety measuresof

The obvious caveat is that there are a lot of votes left to be counted in San Francisco, but at moderate campaign headquarters, there was a lot of optimism on election night.

"I just want to say propositions E and F right now are leading," Mayor London Breed told an enthusiastic crowd. "And, Supervisor Dorse, Proposition B is losing."

On Tuesday night, Measure E, which would broaden police powers by allowing them to use more technology like drones and cameras and to pursue suspects even in non-violent crimes, had nearly 60,000 yes votes, or 60% of the vote. A simple majority is needed for it to pass.

Measure F stood at 63,000 yes votes, giving it more than the simple majority needed to pass. That proposition would require those receiving cash assistance from the city to undergo drug screenings. While recipients would not have to prove sobriety, they would have to enroll in treatment if the city thinks it's necessary or lose the cash.

U.S. cyber agency sees "no known credible or specific threat" to election operations

A senior official from the Cybersecurity and Infrastructure Security Agency, or CISA, said it "did not observe anything out of the ordinary" across the elections taking place in 16 states and one U.S. territory. The official reiterated "there is no known credible or specific threat to" election operations on Super Tuesday.

Ahead of the November general election, CISA is taking steps to protect the well-being of election workers, including mail workers who may encounter fentanyl, the senior official told CBS News.

"After last year, with multiple instances of potential fentanyl being mailed to several election offices, CISA recognizes it as a potential threat vector," the official said, noting the agency has updated its hazardous material guide to advise partners on how to safeguard against possible fentanyl exposure, in addition to anthrax and ricin.

When asked about foreign influence operations, including by Russia, the official said CISA is not tracking any specific or credible threats at this time.

What is California proposition 1, and what would the 2024 ballot measure do if the state votes to approve it?

What is California Proposition 1 on the 2024 ballot?

Proposition 1, a bond measure aimed at overhauling California's battle to end homelessness, might be the most consequential proposition on the ballot. If passed, the state would redirect billions in homeless crisis funding to create drug and mental health treatment beds. Gov. Gavin Newsom, Mayor Karen Bass and Los Angeles County Sheriff Robert Luna have all thrown their support behind the bill.

However, there is also vocal opposition, with critics claiming it will only take away much-needed money from effective health services.
