Rain Continuing Through The Day Wednesday

PHILADELPHIA (CBS) -- Rain will continue to rotate through the region this afternoon, all part of a large, spinning are of low pressure.
It is NOT moving west to east and out to sea like so-called 'normal' weather events. As the coastal low develops off lower NJ, all the precip/storms are rotating counter-clockwise around it. So it's moving in from off the ocean. Like yesterday, an unseasonable amount of lightning is being produced by these storms; 7-10 strikes per minute at various points this morning since 3 a.m.
Heaviest areas of rain have resulted in 1-3" so far. Estimated radar amounts of 5-8" just offshore. The rain won't be everywhere; some areas are encircled by rain but are dry at the moment, while others sit trapped in large swaths of rain, currently including Philadelphia. Highs on Wednesday won't really surpass 60, and a breeze will be picking up out of the north - really not the best of days! This low will ever so slowly move away to the north and east.
Thursday will be chilly, damp, and dreary with a slight chance of a few showers, and it will remain breezy. Temperatures will moderate by Friday, and the sun will finally make a return (amongst a some leftover clouds) and firmly stick around through the weekend and into next week.
