Upland Borough's Mayor Busted In Chester For DUI
CHESTER, Pa. (CBS) — The mayor of Upland Borough in Delaware County was nabbed in Chester early Friday for driving under the influence.
Chester Police say it happened on 22nd Street around 3:30 Friday morning, when they got a call about an accident.

When police arrived, neighbors said a man who had rear-ended a parked car had jumped out of his pickup truck and run from the accident scene.
About a block away, they caught up with 50 year-old Michael Ciach, described as slurring his words, unsteady on his feet, and reeking of alcohol.
Authorities say he was too impaired for a field sobriety test, so they took him into custody, having to carry the 240 pound Ciach to the patrol car.

In his pickup, police found a loaded .38 special revolver.
Ciach's charged with driving under the influence, causing an accident, and failing to notify police. He was released on his own recognizance.
