PHILADELPHIA (CBS) -- Charges have been filed against 59-year-old Louis Vogwill for the hit and run that caused the death of off-duty Philadelphia Police Officer Lamar Poole Sr.

According to officials, Vogwill is charged with Involuntary Manslaughter, Homicide by Vehicle, Homicide by Vehicle-DUI, DUI and other related offenses.

Authorities say that on Sunday, August 30, shortly after 4 p.m. Vogwill, driving a 1999 Toyora Corrolla, struck Poole who was riding a Honda VTX Motorcycle. Poole was traveling westbound on Devereaux street crossing Roosevelt Boulevard while Vogwill was going in the opposite direction on Devereaux Street.

The collision occurred as Vogwill made a left turn onto Roosevelt Boulevard.

Poole was transported to Aria-Torresdale Hospital in Northeast Philadelphia where he was listed in critical condition. Poole was pronounced dead at 5:02 pm as a result of his injuries.

According to police, witnesses to the accident stopped Vogwill and held him at Harbison Avenue and Roosevelt Boulevard.

"According to our witnesses, exited the vehicle, got out checked on him for a second, got back into his vehicle and attempted to flee the scene," said Philadelphia Police Sergeant Joseph Rossa.

Rossa says two witnesses got back in their vehicles following the collision and chased after Vogwill.

"They were able to get him stopped in one of the crossovers, and detained him until the arrival of a responding officer. Officer took him into custody, and police took it from there."

Vogwill was then arrested for fleeing the scene of the accident and suspected DUI.

Poole was an 18-year veteran of the Philadelphia Police Department.
