Much of the island remains without electricity weeks after Maria struck.
Trump visited Puerto Rico earlier this month.
While the president has faced harsh criticism from the mayor of San Juan, Puerto Rico's governor has praised Trump's response to the hurricane.
"These are extraordinary times in Puerto Rico, therefore these are extraordinary times in the United States," Rossello said.
"There's never been a situation where the energy and power have totally been destroyed," Trump said Thursday.
Trump added it is going to be a period of time before the electricity is restored.
When asked what he'd rate the White House's response to Maria, Trump said "I'd give it a 10."
