Police say young is the man who shot and killed the innocent boy Saturday night, leaving behind his grief-stricken family.

"We reassured them we'll do everything possible within our power to bring the perpetrators to justice. We have done that. The sad thing is it's not going to, you know, bring their beautiful son back," Police Commissioner Dermot Shea said.

Young's relatives ignored reporters as they left his arraignment late Wednesday afternoon, where he faced numerous charges including murder and attempted murder.

Justin was at a family barbecue at his aunt's house on Beach 45th Street, getting ready to leave with his dad when Young allegedly started firing into the house. Justin was killed. Prosecutors say his cousin Kyle was shot three times and is in critical condition.

Police say the motive was an ongoing dispute between neighbors about a shared driveway, and Young was connected to one of the families involved.

"The message is clear. If you use a gun in New York City, you will be arrested. If you harm someone, if you kill someone, you will be brought to justice. There will be consequences more than ever before," Mayor Bill de Blasio said.

Justin's death outraged many in the city and beyond - another precious life gone amidst a surge in shootings.

About 100 people gathered outside the home where Justin was killed Wednesday to send a message that gun violence is never the answer.

Those speaking at the memorial said in the last 39 days, there have been six shootings in the Rockaways and two of those have been fatal, including the shooting that killed Justin.

As CBS2's Hazel Sanchez reports, members of a community anti-crime group called Rock Safe Streets are leading the charge to let young people know they have positive role models in the community and gun violence must end.

"We're here because the community lost a member. Classmates lost their friend. Cousins, brothers and sisters, they all lost someone. And that's the reason why we're here today. We're here today to honor the life that was lost and at the same time to denounce gun violence," one speaker said.

"We cannot continue on this way, bbut we do know that this is deep-rooted trauma. OK. We cannot continue to put a Band Aid on trauma," another speaker said.

Justin's family says he was about to graduate from the fifth grade, describing him as charming and intelligent, a lover of music and cars who had his whole life ahead of him.

Young has one prior arrest from two years ago. Police said they're not looking for anyone else in connection with the case.

CBS2's Natalie Duddridge and Hazel Sanchez contributed to this report.
