Hillary Clinton to talk about Baltimore in remarks Wednesday
Hillary Clinton will talk about the situation in Baltimore, and she will call for an end to the "era of mass incarceration," in a speech in New York Wednesday morning, according to an aide.

In a speech at the annual Dinkins Forum at Columbia University, Clinton will lay out a her vision for criminal justice reform that will include proposals on the approach to punishment and prison, probation and drug diversion reforms, increasing support for mental health and drug treatment, as well as alternative punishments for lower-level offenses committed by young people.
Clinton will also propose body cameras for every police department in the U.S. and discuss the fact that African American men are more likely to be subjected to police stops and searches, charged for crimes and sentenced to longer prison terms.
