Police Identify & Charge Man In Connection To Fridley Target Gun Incident

MINNEAPOLIS (WCCO) -- Fridley police announced Wednesday that they have identified and charged a man who they believe is responsible for discharging a firearm inside a Fridley Target store earlier this month.

On Sunday, Dec. 13 at 5:20 p.m., Fridley police officers responded to the Target, located on 755 53rd Ave. NE, on the report of a shot fired inside the store. Upon arrival, officers were unable to locate the suspects.

An investigation revealed that a man and woman entered the store and were paying for small snack-type items at the cash register prior to the incident. During the checkout process, police say the man began to make adjustments to his left ankle area of his leg. That's when a shot was fired from his ankle area, striking the floor of the store.

The two suspects then fled the store and left in a red or maroon 2-door vehicle. The man appeared to be limping, but there was no blood at the scene to indicate he was struck by the bullet.

Police say that on Dec. 17, 28-year-old Seth Allan Millner was arrested by St. Paul police for driving a stolen vehicle, possession of narcotics, possession of a firearm by an eligible person and possession of a stolen handgun.

Millner was later identified by a citizen who saw the story on a local news channel and called to report the information to Fridley police.

Fridley police then interviewed Millner, who admitted to being responsible for the handgun discharge at Target, police say.

Millner is currently in custody at the Ramsey County Jail.

"Upon completion of his charges in Ramsey County, he will be transferred to Anoka County to answer for these new charges," Fridley police said.
