Ramsey Officers, Victim ID'd In Fatal Daycare Shooting

MINNEAPOLIS (WCCO) -- Two Ramsey Police officers and the man they shot and killed outside of a daycare Thursday afternoon have all been identified.

The Minnesota Bureau of Criminal Apprehension and the Anoka County Sheriff's Office are investigating the incident, which began after a daycare worker called police to report a suspicious vehicle in the parking lot.

The two officers involved in the shooting have been place on paid administrative leave. They are identified as nine-year veteran Jerad Dixon and Richard Webb, a seven-year member of the department.

The Learning Lodge Day Care Center remained closed Friday as BCA investigators worked to find answers.

"No officers were hurt, no children were hurt," said Anoka County Sheriff Commander Paul Sommer.

BCA investigators say officers Dixon and Webb responded to check on the occupants of a suspicious car in the daycare's parking lot. When they asked 21-year-old Chaz Michael Havenor to step outside the vehicle, he started to run away.

Officers took chase, and after about 75 feet, Havenor stopped and pointed a handgun at them. That's when the officers fired, striking Havenor.

It is still unclear why Havenor and the two other passengers -- Jared Lee Overton and Levi Jean Jacobsen -- were parked in the lot in the first place. And it's still unknown why Havenor decided to make the fatal run with a firearm.

The Anoka County Medical Examiner says Havenor, from Marenisco, Mich., died from multiple gunshot wounds in Mercy Hospital's emergency room at about 3:30 p.m. Thursday.

Overton and Jacobsen were not arrested and are not expected to face any criminal charges. Overton is from Gilbert, Minn., and Jacobsen does not have a permanent address.
