This shooting marked the 21st homicide of the year for the capitol city.
On Friday, the Ramsey County Attorney's Office filed charges against two individuals. A 22 man from Maple Grove has been charged with manslaughter, possession and stolen property. The attorney's office also charged Andrea Marie Thomas, 20, of St. Paul, with aiding an offender and aiding an accomplice to avoid arrest.
In the charges against Thomas, the Ramsey County Attorney's Office identifies the shooter as Damound Jahema Franks, but as yet the county attorney's office hasn't filed charges against him.
The victim's brother, who was on the scene of the crime, told police that he had been playing a video game while wearing headphones when the shooting happened, and said he confronted Franks, who he said claimed he hadn't intended to shoot Wade.
Franks then allegedly tried to get the victim's brother to help him remove Wade from the house, which the brother refused to do.
Police, upon arriving, say Franks claimed that he and Wade had been "playing with the guns" when his went off.
Franks has a prior conviction for first-degree burglary, and another for possession of a firearm by an ineligible person, both from 2021. The charges indicate that the gun Franks used in the incident was reported stolen from out of Sartell, on July 22, 2023, and that Thomas admitted to police that she'd hidden the gun, which was found inside a pink backpack, in some bushes.
