MIAMI (CBSMiami) -- Voters in the United Kingdom made the stunning decision to leave the European Union (EU), but it will be up to the nation's leaders to figure out how to do it with the least amount of political turmoil and financial hardship.

Prime Minister David Cameron addressed Parliament for the first time since Britain's historic  vote to leave the European Union.

"I am clear and the Cabinet agreed this morning that the decision must be accepted," said Cameron.

Cameron announced his resignation Friday. He says he will not begin the formal exit from the EU before he leaves office.

"Before we do that, we have to determine the kind of relationship we want with the EU and that is rightfully something for the next Prime Minister and his Cabinet to decide," said Cameron.

More than 3.5 million people have signed an online petition urging the British government to annul the vote. That's enough signatures to get a debate in Parliament.

"I think it is irrelevant. We've made our decision.  The people have voted," said British resident Chris Palmer.

Another man said he is worried about the unrest Brexit is bringing to the U.K.

"You talk about young vs. old.  Deprived areas vs. privileged at areas," said British resident Paul Mackreaa.

It was another rough economic day in the markets.  The British pound plunged 3 percent against the dollar - that's after losing 10 percent on Friday.

U.S  Secretary of State John Kerry is in Europe helping to manage the fallout.

"The most important thing is that all of us as leaders, work together to provide as much continuity, as much stability, as much certainty as possible," said Kerry.

European leaders are divided on how to negotiate the Brexit. Britain is the first country to leave the European Union in the EU's 60 year history.

Meantime, leaders from Germany, France and Italy are meeting Monday to discuss Brexit.
