Slow Going In Legislative Session

TALLAHASSEE (CBSMiami/AP) — Just past the the midway point in the legislative session, Florida lawmakers have done little more than set a presidential primary date.

Of the more than 1,700 bills filed, only 14 have passed both chambers. They are very close, however, to passing a bill that will let rural mail carriers ride around without seatbelts.

Gov. Rick Scott has signed only five of the 14 approved bills. One sets the presidential primary for March 15. The other four are "reviser's bills" — legislation that simply cleans up language in existing laws.

Lawmakers say questions about the state budget have left a chill on the session and held up major issues like school testing, prison reforms and implementing a constitutional amendment to set aside money for land and water conservation.
