Second Arrest Made After Shooting Outside Carol City High

MIAMI (CBSMiami) -- Miami-Dade Schools Police says a second person has been arrested after a shooting outside Miami Carol City Senior High School on Wednesday. And community pastors are calling for the community to step up their efforts in calling in crime tips to police.

Schools Police Chief Ian Moffett told CBS4's Peter D'Oench that 19-year-old Stanley Ragin is in custody following the gunfire outside the Miami Gardens school as it let out on Wednesday. A bullet hit a window as teachers and administrators were inside the school.

Ragin, who police say is a gang member, was allegedly seen leaving the school with a gun. He surrendered to authorities on Friday.

"I want to thank the public for the tips. Mr. Ragin surrendered to investigators. We were able to get a violent felon off the street," said Moffett.

Tips and technology helped police with this case.

"The use of cameras was very helpful in getting the people involved with this," he said.

Miami-Dade Schools Superintendent Alberto Carvalho said, "I take pride in the fact that our police aggressively solved this crime. Though there were no victims at Carol City High School, we narrowly averted a tragedy."

Eighteen-year-old Cedric Admas, who police say shot at and wounded Ragin in the hand, is also in custody. He is being held on $16,000 bond following a hearing at the Metro Justice Building on Friday and was told by a judge that he would remain on house arrest after posting bond. Police said Admas is a member of the Opa-Locka based 2100 gang and, like Ragin, is not a student at Carol City High School.

Admas was charged with carrying a concealed weapon and possession of a weapon on school property. No one was hurt at Carol City High School. Police said multiple shots were fired. Ragin was wounded while walking in front of the school at 3301 Miami Gardens Drive.

On Thursday, Carvalho said five shots were fired two blocks away from Frances S. Tucker Elementary School at 3500 South Douglas Road in Coconut Grove. One of those bullets penetrated a portable classroom, landing near a teacher and four students with special needs.

Pastor Eric Readon, of the New Beginning Missionary Baptist Church in Miami Gardens, said on Monday that he would add $500 from the church to the current Crime Stoppers reward of up to $1,000 for information about the Frances S. Tucker school incident.

Readon joined two other pastors, activist Rubin Young and Miami Gardens City Council members in a prayer outside Carol City High School as they also called for the community to help police.

"The ones who are doing this ought to be ashamed of themselves," said Readon about the suspects committing the crimes. "We're very concerned and it breaks our heart that the community is suffering and innocent children are suffering."

Young said, "I am sick and tired of turning on the TV and finding some child has lost his life."

"We are just trying to get the community to speak up because of the violence going on with our young people and this has got to end," said Pastor Chauncey Brown.

Pastor James Bush, a former state representative, added, "What can we do to patrol the area of the schools with a radius of two, three or four miles? We need to ensure the safety of children."

"You don't have to look at it as being a snitch. You can look upon it as being a community servant," said David Williams of the Miami Gardens City Council.

Some students told D'Oench they agreed.

"If they don't come out and you see all the kids standing over there, think about this. Some of them could have died because of this shooting," said one student.

Another student said, "My own opinion is that if it was your family you would want someone to speak up."
