SOUTHWEST MIAMI-DADE (CBSMiami) – Officials with the National Transportation Safety Board (NTSB) were monitoring the site where a plane in distress crashed just moments after take off killing four people on board.

The prop plane crashed on Wednesday in the area of SW 144th Street and Krome Avenue.

The Beechcraft 1900 took off from Reliance Aviation at Tamiami Airport, now known as Miami Executive Airport, around 2:45 p.m. with four people on board.  All four people, who have not been identified, are confirmed dead.

One witness who wouldn't release his name said, "I could see it struggling to maintain its height." He said, "it was pitched like this and I could hear the engine roaring and it was trying to make it."

The plane was trying to make an emergency landing in a field when witnesses said,"that's when the plane spun around and stuck that fence."

The fence bordered an elderly couple's property. Clara Arcia, 89, and  Feliberto Trujillo, 86 were outside eating a late lunch at the time of the crash.

Arcia said, "too many nervous, it made me nervous."

Trujillo said he saw a lot of fire and a lot of explosions and that they could  feel the heat and they saw the smoke fill their home for about 30 minutes.

A witness said, "his [the pilot's] intention was to get over wire to that field. It looked pretty bad. I didn't think anyone survived."

The plane, which can hold up to 18 people, was headed to Providenciales in the Turks and Caicos Islands.

The group were reportedly in town to purchase plane parts and was on their way to Turks and Caicos and then to Venezuela.

According to Miami International Spokesman Gregory Chin, the pilot had called in an engine problem and was trying to turn around when he crashed.

Nearly a dozen fire units have responded to the scene.

In video from Chopper 4, the plane debris was scattered across a road in pieces near a home with a playground in the backyard.

When the plane went down, it hit a FP&L power pole and brought down the power lines.  FP&L workers were on the scene as well.

Two other small fires seen in the area from Chopper 4 were not related to the plane crash.
