The call came in at around 11:47 a.m. and an approximately 40-year-old male victim was discovered at the scene, according to the Los Angeles Fire Department.

Officials with the Los Angeles Police Department Northeast Division said the victim was transported to County USC Medical Center where he was pronounced dead.

Police also said witnesses described the suspect, who was still at-large, as a male in his 70's who was wearing a red, checkered flannel shirt and beige pants. He was also said to be walking with a can.

A neighbor who was in his home when he heard the gunshot, said he came out, saw the victim and started CPR.

"When I seen that person, I just...I heard the gunshots, I run over here and call 911 and pull the person up...and started to help the person. I was pushing him and stuff like that and I could not see...it didn't appear like he was conscious...," Victor Picena said.
