LAPD Captain Fights Parole For Woman Involved In His Brother's Murder
LOS ANGELES (CBSLA.com) — LAPD Captain Brian Pratt is in charge of the Ramparts Division.
One of his duties is to keep killers behind bars.
As CBS2's Greg Mills reports, that mission is now personal.
Pratt's brother Danny -- also a LAPD officer -- was murdered outside a South LA gas station while he and a partner were doing undercover work on September 3, 1988. Danny had been an officer for six years.
Brian Pratt says Raylean Brooks continues to show no remorse for her part in the crime.
Brooks, then 17, was the driver of a vehicle that made a U-turn in order to head toward two undercover cops (one being Daniel Pratt) who were fired on with an accused gang member armed with an assault weapon.
Pratt told Mills that a simple apology could have made all the difference in the world. He just wanted to hear Brooks say she was sorry for her role in the murder.
"I'm not saying I want her out of prison tomorrow," Pratt says, "Because I still feel she's a danger. She's taken no accountability for her actions."
He adds, "She was a conscious participant in the murder of a police officer."
Kirkton Moore, the former gang member accused of being the trigger man, is serving a life sentence. Brooks was tried as an adult and got 25 years to life.
"She drove [the car] around the gas station, she drove the car the wrong way on a one-way street, and then gave Kirkton the opportunity to shoot and kill my brother from about 10-15 feet away."
Pratt said his brother wanted to work in South Central, even though he didn't have to.
"He had the opportunity to go many places. But he wanted to make a difference in the community," Pratt says.
In a few weeks, Pratt says he will head up to Chowchilla Prison where Brooks is housed.
At her second parole hearing, he will again argue she should stay in prison.
Pratt told his brother Danny if anything ever happened to him he would look out for his four children.
He's been a proud uncle. He told Mills that, tragically, one of his nephews was killed in a car accident.
