Santa Ana Police Cpl. Anthony Bretagno said the shooting victims were "drinking beer and chilling" around 12:30 p.m. at the cemetery located at 1702 Fairhaven Ave.
A grey SUV pulled up, a verbal fight escalated and then gunshots were fired, Bertagno said.
One man was shot in his upper torso, and the other in his lower torso. Both men had stable life signs and were expected to recover he said.
"They are not cooperative with us, so we don't have much to go on," Bertagno said.
The cemetery was reopened by mid-afternoon to those paying respects on this Memorial Day weekend, he said.
