Man dies after being found tied up inside basement of home in Chicago's Norwood Park community

CHICAGO (CBS) — A man was found dead after officers responded to a home Sunday night in the Norwood Park neighborhood.

Chicago Police said officers responded just before 11 p.m. Sunday to a call of a person down in the 7600 block of West Talcott Avenue near, Olympia Avenue.  A woman said she found her brother in a basement bedroom unresponsive.

Dispatch reports indicated that the victim was found tied up — his arms bound with duct tape, his legs with an extension cord.

Fire crews also responded to treat the victim, but it was too late. He was taken just a block east to Ascension Resurrection Hospital, where he was pronounced dead.

The victim was identified as 63-year-old George Levin by the Cook County Medical Examiner's office.

Neighbors say the area is quiet, and everybody there knows each other. They also said crime in the area is rare, and such a homicide is alarming.

"It was very upsetting to hear," said David Kane. "Definitely disturbing to hear something like this."

Kane said he has lived in the neighborhood for more than 20 years and knows everyone, except for the people that live inside the home where the grisly homicide happened.

"I'd like to know the details of what happened. What's behind this?" he said. "You know, something happening basically right around the corner from me, you know, what happened here?"

CBS News Chicago's data team found the last homicide in the Norwood Park community area was in 2022, and there have only been four murders there since 2016.

Grand Central Area detectives are investigating the circumstances surrounding the incident. As of late Monday, there was no one in custody — and police have not said anything about a possible motive.
