Lowell Officer Who Shot Suspect Cleared Following Investigation

LOWELL (CBS) – A Lowell police officer was justified when he shot a suspect during a January incident, the department's investigation determined.

On Saturday, the Lowell Police Department announced that Officer Phillip Valliant has returned to his normal patrol duties after the conclusion of an investigation into a January 16 incident.

After an attempted traffic stop, Valliant's cruiser was allegedly rammed by Christopher Bischoff, who police said stole the truck he was driving.

Bischoff was able to run from the scene despite being shot several times by Valliant, who Lowell police said was "fearing for his life."

Police eventually arrested Bischoff, who was taken to an area hospital.

"After an extensive investigation, the Lowell Police Department has determined that Officer Valliant's use of force was justified, and within the scope of Department Use of Force Policy," Lowell police said on Saturday. "Officer Valliant has been returned to normal patrol duties, effective immediately."
