The worker was found in the road near a dump truck. A wheelbarrow and paving materials could be seen in the road.

"I heard three pops in the air, and I walked over here, and I noticed that there was someone laying on the ground by the wheelbarrow, and then a car took off up the street," said Robert Ansaldi, a resident of the area. He said the worker was simply doing his job and "minding his own business."

It is not clear if the vehicle was connected to the shooting, as there were other cars in the area.

The victim was the father of a son and a daughter. While he has not been identified, his daughter told WBZ-TV that he was not the intended target and was a longtime employee of the DPW.

Essex District Attorney Jonathan Blodgett said it is "inappropriate" to comment on suspects or a possible motive. He did not comment on whether the shooting was random.
