'Absolutely Heartbreaking': Toddler Struck, Killed By Livery Vehicle In Chelsea

CHELSEA (CBS) -- A toddler was struck and killed by a livery vehicle in Chelsea Saturday, Police Chief Brian Kyes said. It happened at about noon in the area of 74 Bellingham Street.

Kyes said a livery SUV that had just picked up a passenger hit the 19-month boy, causing severe head trauma. Medics rendered first aid on the sidewalk, giving chest compressions to the child.

He and his parents were rushed by ambulance to Mass General Hospital, where the boy died.

"It was very horrifying," said neighbor Paul Ford.

The driver of the SUV, a 45-year-old woman, stayed at the scene before being taken to the hospital after experiencing chest pain.

The investigation is still ongoing to determine if criminal charges will be given out, according to a joint statement between State Police and Chelsea Police.

"Our deepest condolences to the family," Kyes said. "Absolutely heartbreaking."

Neighbors say the street is notorious for speeding.

"All these houses you see here, they have little kids in them. And, like I said, this street is like a race track," said Ford.  "Something needs to happen."
