Police identify man who died while in-custody in Owings Mills

BALTIMORE - The Independent Investigations Division of the Office of the Attorney General is investigating an in-custody death in Baltimore County.

Police responded around 11 p.m. Wednesday for a suspicious man -- identified as 41-year-old Craig Cousin -- in the area of Rosedale Lane and Reisterstown Road in Owings Mills. Cousin appeared to be under the influence and causing a disturbance, according to police.

When officers arrived, Cousin was partially clothed and was standing next to a shattered drive-thru window of a restaurant. He was "bleeding and acting erratically," the Office of the Attorney General said.

Officers restrained the man and placed him in handcuffs and leg restraints, according to the Office of the Attorney General's Office. Officers called for medics, provided Narcan, and was given medical attention.

Police said Cousin died after he was taken to a hospital.

The Baltimore County Police officers have been identified as Officer Cantrell, a 4-year veteran; Officer Folderauer, a 5-year veteran; Officer Eskins, a 12-year veteran; and Officer Marsh, who has a total of 7 years of law enforcement experience. 

All of the officers are assigned to the Operations Bureau.
